Yes, the King Canopy fabric does meet the NFPA-701 standard and is also noted in the User Manual pdf on the product page.

Can you secure the feet of the unit to brick?
There are holes in the foot pads through which you can use lags or anchors to secure them into brick. However, you will also need to use cables/ropes to secure the structure from the wind. Please see page 6 of the assembly manual here for more details.
