You can fill it with a mix of water and sand, holding a good amount to give your umbrella great stability on windy days.

Where is the base pole for holding the umbrella pole?
This base is designed for cantilever (offset) umbrellas and does not have an upright post or pole socket. Instead, it features an integrated T-shaped cross base. The cross base that comes with your cantilever umbrella rests on top of this base and locks the umbrella securely in place. It can accommodate cantilever umbrella poles up to 2 3/5 inches in diameter. Please note that this product ships as the base only; no umbrella, mast, or pole is included. Setup is tool-free, and the reservoir can be filled with a water and sand mixture for up to 225 pounds of ballast. If you have a standard center-pole market umbrella, you will need a base with a pole socket and tightening knob, such as the Costway 18 Inch Fillable Heavy-Duty Umbrella Base.
